As a Financial Management Specialist, you will:
Provides advice, guidance, and recommendations on all aspects of the Portsmouth site budget, financial planning, and project control activities. Evaluates budget submissions for completeness and validity and makes decisions on necessary changes, additional information, and/or further development of budget justification materials and supporting documentation. Operates an integrated project schedule with life-cycle activities and budgetary resources strategically incorporated. Reviews, analyzes, and interprets Congressional legislation, Office of Management and Budget (OMB) directives, and DOE policies, guidelines, instructions, procedures, systems, and other documents pertaining to project control. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as:
Developing and executing annual and multi-year budget plans and the financial status of assigned entities, ensuring adequate funds for program coverage, and preparing reports, forms and schedules Analyzing and preparing life-cycle planning estimates for the preparation of multi-year budget plans and planning cost and schedule estimates to ensure compliance with established guidelines, regulations, and requirements. Consolidating data for the presentation of the budget and provide a viable overview of the financial status of operations to include maintaining accounting records and analyzing funds to identify possible trends which may result in surplus or shortage of funds. Analyzing budget requests to ensure compliance with established budget formulation guidance and other applicable regulations and requirements for all phases of financial services, including budget preparation, formulation, presentation, execution and financial management policy. Knowledge in the management areas of budget administration, cost analysis, program analysis and risk analysis and management required in budgetary preparation and review of actions proposed or taken in the day-to-day execution of the budget. Knowledge of management control theories, principles, and practices applicable to the management and control of large complex programs/projects, including earned value management techniques, in order to evaluate, monitor, and participate in detailed performance analysis of the contractor management control systems. Knowledge of Federal appropriation and budget processes necessary to formulate, justify, and execute a budget, which includes the ability to interpret/determine compliance or noncompliance with requirements. Knowledge of legislative and administrative processes, laws, regulations, directives, circulars, Comptroller General Decisions, and related interpretations relating to financial management, life cycle planning, and project control. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
